Senate to Vote on Fintech and Betting Tax Bill Next Week

CAE chair Renan Calheiros confirms delay as rapporteur Eduardo Braga seeks more time to refine the bill.

By Brazil Stock Guide – Brazil’s Senate Economic Affairs Committee (CAE) will delay the vote on a bill that increases taxes on fintech and sports betting operators, according to committee chair Renan Calheiros (MDB-AL). The decision was made on Tuesday (Nov. 4) after the bill’s rapporteur, Senator Eduardo Braga (MDB-AM), requested additional time to review the text.

Calheiros told reporters the committee will not vote this week as planned. “It won’t be voted tomorrow because the rapporteur asked for more time. It should be next week, but it will be voted here,” he said after leaving the CAE session.

The PL 5,473/2025 aims to boost fiscal revenues by adjusting tax rules for digital finance companies and online betting platforms. Initially scheduled for discussion on Wednesday (Nov. 5), the bill will now likely be taken up in the following week’s session.

Braga cited outstanding technical and political issues in the draft. One major point under discussion is the proposed increase in the Social Contribution on Net Profit (CSLL) for insurance companies to 15%, a move that could ripple across Brazil’s financial sector. “To make the proper adjustments, we might have to wait until next week,” Braga told journalists.

The senator did not rule out including a change to the Interest on Own Capital (JCP) mechanism—an issue initially addressed in Provisional Measure 1,303 but omitted from the current bill authored by Calheiros. Braga said he intends to continue talks with the Finance Ministry and representatives of affected industries. “Throughout today I’ll be in contact with the Finance Ministry, although no in-person meeting is set yet,” he said.

The bill forms part of the federal government’s broader fiscal plan to increase revenue in 2025, amid the expansion of digital credit platforms and regulated online betting markets.
