ANEEL preliminary RAB at R$19.3 billion signals upside for Copel (CPLE3) ahead of June 2026 tariff reset.

Copel Asset Base Tops Estimates Ahead of Tariff Review

By Brazil Stock Guide – Copel (CPLE3) reported a stronger-than-expected preliminary regulatory asset base, reinforcing expectations of a favorable tariff review scheduled for June 2026. The updated figure, released by Brazil’s electricity regulator ANEEL, points to a more constructive regulatory backdrop for the utility.

The preliminary RAB was set at R$19.3 billion, exceeding market forecasts and signaling upside to prior assumptions. The asset base is a key component in tariff-setting and directly impacts revenue potential for distribution companies.

The outperformance is largely attributed to earlier-than-expected commissioning of capital expenditures, allowing more projects to be included within the regulatory cutoff period. In addition, efficiency gains—where actual project costs came in below regulatory benchmarks—likely contributed to the higher valuation.

The stronger asset base provides a positive starting point for the upcoming tariff revision, which will also incorporate operating cost parameters such as PMSO. These elements remain subject to public consultation before the final decision.

From a valuation standpoint, the increase in RAB is expected to translate into a higher net present value for Copel, supporting its equity story. The revision also signals lower regulatory risk, as ANEEL’s approach suggests a more predictable and supportive framework.

The June 2026 tariff reset is seen as a key catalyst for Copel’s earnings trajectory, particularly in its distribution segment. A higher asset base strengthens the company’s ability to generate returns while enhancing visibility on future cash flows.

Analysts maintain a constructive view on Copel, citing strong earnings growth potential, double-digit expected returns, and an attractive dividend profile as key drivers for investor interest.
