Brazil Sets First Container Terminal Auction in a Decade

The December 9 auction will include three port terminals in northeastern Brazil, with R$153.4 million in planned investments across two fertilizer facilities

By Brazil Stock Guide – Brazil’s federal government has scheduled its first container terminal auction in 10 years, setting December 9 as the date for bidding on the MUC04 facility at the Port of Fortaleza, in the northeastern state of Ceará.

The auction marks the resumption of federal bidding for container terminal leases after a decade-long hiatus, as Brazil faces growing pressure to expand port capacity and accommodate rising cargo volumes.

The MUC04 project received clearance from Brazil’s Federal Court of Accounts (TCU) in September, allowing the leasing process to proceed to the auction stage.

The Fortaleza terminal is considered a strategic facility for container transportation in northeastern Brazil, a region served by ports handling domestic and international cargo flows.

The December auction will also include two fertilizer terminals in the states of Bahia and Maranhão, bringing the total number of facilities offered to three.

The two fertilizer projects carry combined planned investments of R$153.4 million, according to the project figures.

Salvador Fertilizer Terminal to Receive R$6.4 Million

The SSD-A3 terminal at the Port of Salvador, in Bahia, will be offered under a 10-year lease agreement.

The project предусматриsees R$6.4 million in investments and will follow Brazil’s simplified port leasing framework, which provides a streamlined process for certain terminal concessions.

The facility is designed to handle fertilizer cargo, supporting port operations associated with agricultural supply chains.

Itaqui Terminal Accounts for Most Planned Investment

The largest disclosed investment in the December auction is associated with the IQI16 terminal at the Port of Itaqui, in Maranhão.

The fertilizer-handling facility is expected to attract R$147 million in capital spending, representing approximately 96% of the combined investment planned for the two fertilizer terminals.

The Itaqui project will be auctioned alongside the Salvador terminal and MUC04 in Fortaleza.

The three facilities serve different cargo segments, with MUC04 focused on containers and the other two terminals dedicated to fertilizer handling.

Brazil Faces Pressure to Expand Port Capacity

The auction comes as Brazil debates how to expand port infrastructure to keep pace with container traffic growth.

Recent studies have identified capacity pressures at several of the country’s major port complexes, highlighting the need for additional infrastructure and operational capacity.

The return of federal container terminal auctions after a decade provides a new opportunity for private operators to compete for port assets through long-term leasing arrangements.

The December 9 auction will test investor interest in container and fertilizer logistics facilities across northeastern Brazil.
