By Brazil Stock Guide – Brazil’s National Agency of Petroleum, Natural Gas and Biofuels, or ANP, imposed more than R$700 million in fines on fuel distributors after concluding that they had engaged in abusive price increases. The regulator has ruled on 10 administrative cases involving nine distributors.
The first five cases resulted in penalties totaling about R$200 million, while another five decisions added roughly R$500 million, according to the agency.
The sanctions stem from first-instance administrative decisions based on violation notices issued by ANP inspection teams. The companies may still file appeals under the regulator’s procedures. In the cases already decided, ANP said it found that abusive price increases had occurred.
Enforcement Under Temporary Pricing Rules
The cases involve conduct that occurred while Provisional Measures No. 1,340/2026 and No. 1,349/2026 were in force.
ANP said it continues to review proceedings tied to the same period, including cases involving fuel distributors, retailers and liquefied petroleum gas sellers. The regulator is also maintaining price-monitoring and enforcement efforts with Brazil’s National Consumer Secretariat, known as Senacon, and consumer-protection agencies across the country.
The agency’s announcement did not identify the nine distributors involved in the 10 cases, preventing the attribution of publicly traded tickers to the companies.
