Aneel Splits 2026 Power Transmission Auction

Brazil regulator keeps March 27 session for five lots and delays others pending TCU approval.

Brazil’s electricity regulator Aneel unanimously decided on Tuesday (Feb. 24) to split the first power transmission auction of 2026 into two sessions, citing pending approval from the Federal Court of Accounts (TCU) over a contractual settlement.

The agency will proceed on March 27 with the bidding for lots 1 through 5. Lots 7, 8, 9 and 10 will be offered on a later date yet to be defined, according to the regulator’s board decision.

The change comes as the TCU has not yet ruled in plenary on a consensual solution involving five concession contracts held by MEZ Energia. The court’s technical staff has concluded the proposed terms.

Under the proposal, one concession would be maintained while four others would be definitively terminated, allowing the immediate reauctioning of the related assets. Those assets were directed to this year’s first transmission auction.

Aneel determined that the second bidding session can only take place at least 30 days after the TCU formally approves the consensual termination agreement.

Director Fernando Mosna warned that delays in holding the auction pose risks to the power system and said splitting the event into two dates was “the best possible solution within the existing constraints.”
