Brazil to Auction R$5.5 Billion in Power Transmission Projects

Seven lots spanning 12 states and 1,081 km of lines will be auctioned on Oct. 31 at B3, marking a key test for investor appetite in Brazil’s grid expansion.

By Brazil Stock Guide – Brazil’s electricity regulator ANEEL will auction R$5.5 billion ($950 million) in new transmission projects on October 31, 2025, at B3’s headquarters in São Paulo. The Transmission Auction No. 4/2025 includes seven lots covering 1,081 km of power lines and 2,000 MVA in new substations across 12 states, with an estimated 13,000 jobs to be created during construction.

The projects will be awarded to bidders offering the lowest Annual Permitted Revenue (RAP), with a combined reference cap of R$937 million per year. Concession terms extend for 30 years, with commercial operation expected between 42 and 60 months after contract signing. The assets are part of Brazil’s Investment Partnership Program (PPI), reinforcing the government’s strategy to accelerate infrastructure delivery in the power sector. Key projects include the Jauru–Vilhena line (344.5 km, R$1.25 billion), which will expand capacity in the Acre–Rondônia subsystem, and synchronous compensator installations in Minas Gerais and Rio Grande do Norte to enhance grid stability.

Analysts see the auction as a benchmark for infrastructure investor confidence amid falling real interest rates and renewed government momentum for energy auctions. Established players such as Taesa, ISA Cteep, Engie, Sterlite Power, and Alupar are expected to compete alongside investment funds and pension entities. “The lot design encourages regional diversification and opens room for new entrants with long-term financing capabilities,” said a sector consultant familiar with the auction.

With projects distributed across Goiás, Maranhão, Mato Grosso, Minas Gerais, Paraíba, Pernambuco, Piauí, Paraná, Rondônia, Rio Grande do Sul, and São Paulo, the auction reinforces the decentralization of Brazil’s transmission investments — a key pillar of the country’s next electricity expansion cycle. ANEEL expects to sign the concession contracts in February 2026, maintaining Brazil’s steady pace of annual transmission tenders and consolidating one of the most competitive infrastructure markets in Latin America
