By Brazil Stock Guide – Brazil’s electricity regulator ANEEL recommended that the Mines and Energy Ministry extend the distribution concessions of Neoenergia Elektro (B3: NEOE3) and CPFL Paulista (B3: CPFE3), which together supply about 8 million consumer units across São Paulo and Mato Grosso do Sul. The agency said both companies met the operational, financial, and compliance requirements set by the federal government.
Neoenergia Elektro serves roughly 3 million units in 223 municipalities in São Paulo and five in Mato Grosso do Sul. CPFL Paulista supplies around 5 million units across 234 municipalities in São Paulo state. ANEEL assessed service continuity, operational efficiency, financial management, and fiscal, labor, and sector compliance under Decree 12,068/2024, which governs the renewal of distribution concessions.
Decision Moves to the Mines and Energy Ministry
ANEEL approved the addendum to both concession contracts in February 2025. With the technical review completed, the decision now shifts to the Mines and Energy Ministry, which will determine the final terms of the extensions and the investment conditions for the next regulatory cycle.
Brazil faces a growing queue of distribution contracts approaching expiration. The federal government already authorized the renewal of Neoenergia Pernambuco, while ANEEL recently issued a favorable recommendation for Light, the distributor serving the Rio de Janeiro metropolitan area. Elektro and CPFL Paulista now join a pipeline of concessions that will define the next phase of Brazil’s grid modernization and regulatory tightening.
