By Brazil Stock Guide – The government of São Paulo state will receive binding bids on Monday (23) for a R$ 6 billion public-private partnership (PPP) to build and operate a new administrative headquarters in downtown São Paulo. Proposals must be submitted at B3, Brazil’s stock exchange, where the auction is scheduled for Thursday (26). The initiative is one of the flagship projects of Governor Tarcísio de Freitas, a former infrastructure minister elected in 2022 on a platform centered on concessions and privatization.
São Paulo is Brazil’s largest state and economic powerhouse, accounting for roughly one-third of the country’s gross domestic product. Its state administration currently operates across more than 40 different addresses in the capital. The Novo Centro Administrativo aims to consolidate those operations into a single, purpose-built complex in Campos Elíseos, a historic neighborhood that has faced urban decline over recent decades.
The project includes seven buildings and ten towers that will house approximately 22,000 public servants, including the governor’s office and key state departments. By concentrating operations in one location, the state expects to reduce rental and maintenance expenses, improve coordination among agencies and modernize service delivery. The development will also feature a theater, auditoriums, multipurpose spaces and 25,000 square meters dedicated to retail and services.
Urban regeneration is a central pillar of the plan. The concession requires the restoration of 17 protected historic properties and a more than 40% expansion of green areas in Parque Princesa Isabel. A new bus terminal will be integrated with Luz station, a major transportation hub connecting metro and commuter rail lines. The buildings are designed to meet LEED Gold standards, an internationally recognized sustainability certification focused on energy efficiency and environmental performance.
The 30-year PPP will be awarded to the bidder offering the highest discount on a maximum monthly public payment capped at R$ 76.6 million. The winning consortium will be responsible for financing, constructing, operating and maintaining the complex — including cleaning, security and overall upkeep — throughout the concession period.
The administrative hub forms part of São Paulo’s broader state investment program, which includes more than 30 qualified projects and over R$ 550 billion in projected investments across highways, mobility, social infrastructure and water and energy assets. For Governor Tarcísio, the redevelopment of Campos Elíseos represents both a fiscal restructuring effort and a symbolic move to revive the historic center of Brazil’s largest city.
