Saneago approves PPP to expand sewage in 216 cities

Company moves forward with an administrative concession, pending court review.

By Brazil Stock Guide — Saneamento de Goiás S.A. (Saneago), a state-controlled utility owned by the government of Goiás, approved on Friday (Sept. 26) at an Extraordinary Shareholders’ Meeting the structuring of a public-private partnership (PPP) in the form of an administrative concession to universalize sewage services in 216 municipalities. The plan covers the Center, West and East microregions of the state and was unanimously approved by common shareholders present.

The project still depends on adjustments from the public consultation (held from Aug. 1 to Sept. 2, 2025), the public hearing of Aug. 29, and final review by the Goiás State Audit Court (TCE-GO). Minor revisions to assumptions may be authorized by the Board of Directors, provided they do not alter the project’s fundamental scope.

The framework is being led by BNDES, hired by the Goiás government in 2023, which in turn selected a consortium composed of EY (financial/PMO), Encibra & Saneares (engineering) and Manesco (legal). Technical review was carried out by Fundace, linked to the University of São Paulo (USP). Saneago’s strategic projects and PPP manager, João Marcos Batista, presented shareholders with a diagnosis of the sewage system, project governance, financial modeling and legal aspects of the contract.

The move places Saneago within Brazil’s sanitation framework law (Law 14.026/2020), which sets a goal of universal access by 2033. Goiás is seeking to accelerate sewage coverage in the state’s interior, replicating the model of competitive concessions that has attracted private operators in other regions of Brazil. Rivals such as Aegea, Iguá and Equatorial (Sabesp) are already competing in similar tenders.
