Ceará Launches $7B Sanitation PPP

Cagece seeks private partners to expand sewage services across 127 municipalities under long-term contracts.

By Brazil Stock Guide – The Companhia de Água e Esgoto do Ceará (Cagece) has issued a tender for a public-private partnership (PPP) aimed at universalizing sewage services across 127 municipalities in the northeastern Brazilian state. The project is expected to attract around R$7 billion ($1.3 billion) in investments, targeting expanded access and compliance with Brazil’s sanitation framework.

Structured as an international public bidding process, the initiative involves an administrative concession covering both the expansion and operation of sewage systems, including new infrastructure and existing assets.

The PPP model provides for long-term contracts, with payments tied to performance and quality benchmarks. The structure is designed to ensure operational efficiency while improving service coverage indicators over time.

The project includes both the rollout of new sewage networks and the management of existing systems, enabling an integrated approach to sanitation services across the participating municipalities.

The initiative underscores the growing reliance on PPP frameworks to finance large-scale infrastructure projects in Brazil. By leveraging private sector participation, the state aims to accelerate progress toward universal sanitation coverage in line with national regulatory targets.
