China Extends Beef Safeguard Probe Again as Case Grows More Complex

Extension pushes final decision to January 2026, raising uncertainty for major exporters such as Brazil.

By Brazil Stock Guide – China’s Ministry of Commerce extended for a second time its safeguard investigation into imported beef, pushing the deadline to January 26, 2026, in a move that increases uncertainty for global suppliers and signals the growing complexity of the case, according to Global Times.

The probe was opened in December 2024 at the request of the China Animal Agriculture Association and other regional beef groups, who argued that surging imports were inflicting “serious injury” on domestic producers. Under WTO rules, safeguard investigations typically conclude in eight months but can be extended under “special circumstances.” China has now granted two extensions: first to November 2025, and now through early 2026.

Chinese legal experts cited by state media said the longer schedule reflects the unusually heavy workload, including large volumes of questionnaires and submissions from dozens of trading partners. More than 180 representatives from 75 domestic and international stakeholders attended a public hearing in March, including delegations from Brazil, Argentina, Uruguay, Australia, New Zealand, and the US.

Safeguard measures — such as quotas or tariff surcharges — can be imposed when a spike in imports threatens to harm local industries. But extending the investigation does not predetermine an outcome, meaning trade flows remain unchanged until Beijing reaches a final conclusion and determines whether restrictions serve the public interest.

The longer timeline gives Beijing room to weigh its options at a time when China accounts for nearly half of global beef imports and remains the single largest buyer of Brazilian beef. Any safeguard — particularly country-specific quotas or higher tariffs — would reshape global protein flows, constrain margins for exporters, and reconfigure market access long dominated by South American suppliers.
