Petrobras Submits Final Adjustments to Ibama for Equatorial Margin

State-controlled producer updates emergency and wildlife plans in last step before drilling license.

By Brazil Stock Guide – Petrobras (B3: PETR3, PETR4; NYSE: PBR) submitted to Ibama at 7:57 p.m. on Friday, September 27, the final adjustments to its emergency response and wildlife protection plans for drilling in the Equatorial Margin. The filing is seen as the last step before the company can secure a license to explore one of Brazil’s most promising frontier oil provinces.

The company said it updated protocols following the conditional approval of its Pre-Operational Assessment (APO) in August. The oil spill simulation lasted four days, mobilized more than 400 people, deployed the NS-42 drillship at block FZA-M-59, and involved a wildlife rescue center in Oiapoque, 12 vessels, and three aircraft dedicated to response and fauna rescue.

The APO had already been approved by Ibama on September 24, with the regulator praising the robustness of Petrobras’ response structure and the unprecedented logistical challenges of the deepwater operation off Amapá. The agency, however, required adjustments to the wildlife plan, which Petrobras has now resubmitted.

Ibama’s decision is pivotal. Petrobras views the Equatorial Margin as the new frontier to replenish reserves beyond the pre-salt. President Lula’s government sees the region as a potential revenue source, but the case has become a global symbol of the clash between fossil fuel expansion and climate commitments, especially with COP30 scheduled for 2026 in Belém.

There is no legal deadline for a ruling, but analysts expect a decision within weeks. Petrobras plans to spud its first well before the end of 2025. Any delay, however, would underscore the regulatory and political risks surrounding the company’s expansion strategy.
