By Brazil Stock Guide – The Infraestrutura PR Consortium, formed by EPR Participações S.A. and Perfin Voyager FIP Infraestrutura, won Thursday’s auction held at the B3 stock exchange for the concession of Lot 4 of the Paraná Integrated Highways, promoted by Brazil’s Ministry of Transport and the National Land Transport Agency (ANTT). The group offered a 21.3% discount on the base toll rate.
The 30-year concession covers 627.5 kilometers across sections of highways BR-272/369/376/PR and PR-182/272/317/323/444/862/897/986, with total planned investments of R$18.17 billion (US$3.2 billion). The project includes 231 km of duplications, 87 km of additional lanes, 39.5 km of bypasses, and four route corrections, as well as modernization and safety improvements along the network.
“In the previous concession program, Paraná received around R$7 billion in investments. With these five new auctions, that figure will reach R$96 billion, plus a sixth round next week — the largest infrastructure agenda in the state’s history,” said Renan Filho, Brazil’s Minister of Transport.
The initiative is part of the federal government’s new wave of logistics tenders designed to attract private capital to infrastructure modernization. The concession integrates the broader “Paraná Roads” portfolio, which foresees more than R$50 billion in total investments through six lots. The previous three rounds, held between 2023 and 2024, drew interest from both local and international infrastructure funds.

With the new concession, EPR expands its operations in one of Brazil’s key logistics regions, now overseeing a portfolio of roughly 3,642 kilometers of toll roads across Minas Gerais and Paraná. The company will launch a 100-Day Plan in the initial phase, focusing on traffic flow, safety, and road maintenance improvements, while engaging with local communities and leaders to identify regional priorities. The project is also expected to generate more than 160,000 direct, indirect, and induced jobs over the contract’s duration.
