Brazil’s Merchant Marine Fund Approves R$2.3 Billion for Offshore Vessels in Santa Catarina

Financing will support six hybrid offshore support vessels, create more than 1,200 direct jobs and strengthen Brazil’s shipbuilding base in Santa Catarina.

By Brazil Stock Guide — Brazil’s Fundo da Marinha Mercante (FMM) has approved R$2.3 billion in financing for the construction of six offshore support vessels, reinforcing the revival of the country’s shipbuilding industry with a focus on the southern state of Santa Catarina. The project will be carried out at the Navship shipyard in Navegantes, with execution already underway following an initial R$134 million disbursement.

The financing is structured through the BNDES and centers on hybrid vessels equipped with flexible fuel systems and onboard energy storage solutions. The design aims to cut emissions and improve operating efficiency, aligning the newbuild program with the maritime sector’s decarbonization and energy-transition agenda.

Beyond the technology, the investment carries a sizable economic footprint. The project is expected to generate more than 1,200 direct jobs, supporting local and regional activity and strengthening the broader naval supply chain in Santa Catarina. Authorities emphasize that execution within Brazil is a core condition, anchoring value creation in domestic yards and labor.

According to the Ministry of Ports and AirPorts, the approval fits into a broader investment cycle combining record infrastructure concessions with a rebound in naval manufacturing. The policy premise is that directed credit via the FMM can act as a countercyclical lever—supporting employment and industrial capacity amid a more competitive global backdrop.

In practical terms, the Santa Catarina program advances three tracks at once: stimulus for heavy industry, adoption of cleaner maritime technology, and reinforcement of domestic productive capability. The FMM resumes its historical role as a catalyst for Brazil’s shipbuilding sector—this time with a clearer emphasis on efficiency and sustainability.
