Brazil Renews Power Concessions, Excludes Enel

Brazil renewed 14 electricity distribution concessions worth 130 billion reais while leaving Enel units out amid regulatory probes

By Brazil Stock Guide – Brazil’s government renewed 14 electricity distribution concession contracts on Friday (8), in a package valued at 130 billion reais, while leaving Enel SpA’s units in São Paulo, Rio de Janeiro and Ceará out of the signing.
The information was reported by UOL. Enel (ENEL IM) was excluded because its local units are the subject of administrative proceedings at Brazil’s electricity regulator, Aneel.
The most sensitive case involves Enel São Paulo, which faces a caducity proceeding that could result in the cancellation of its concession contract. The regulatory review follows repeated failures in electricity supply in São Paulo and its metropolitan region between 2023 and 2025, including service disruptions after heavy rains.
The government also said the new contracts will come with stricter quality requirements for distributors. Under the revised concession rules, failure to meet supply targets may lead to the immediate termination of agreements with power companies.
Mining and Energy Minister Alexandre Silveira said the changes are designed to improve service standards, especially in poorer areas.
“We are saying that poorer neighborhoods will have the same service standard as wealthier neighborhoods and, above all, that Brazil now has stronger tools to hold distributors accountable when they fail to meet their commitments to the population,” Silveira said.
In addition to the 14 contracts signed Friday, two other concessions covering Pernambuco and Espírito Santo had already been renewed in the first quarter.
The measure increases pressure on electricity distributors operating in Brazil, where outages and slow service restoration after storms have become a central point of public scrutiny and regulatory action.
