ANS Restores Cancer Care at Oncoclínicas as Unimed Ferj Is Replaced in Emergency Overhaul

Regulator announces return of treatments but offers few details; Unimed do Brasil now responsible for 370,000 beneficiaries after Ferj collapse.

By Brazil Stock Guide – Brazil’s health regulator ANS said on Thursday that cancer treatments for Unimed Ferj beneficiaries will immediately resume at Oncoclínicas (B3: ONCO3), following an agreement signed with Unimed do Brasil that formalizes the replacement of the troubled state cooperative. The move ends months of instability that left patients reporting suspended consultations, delayed exams and interruptions in access to medication.

Wadih Damous, the head of ANS, said all oncology patients previously treated at Oncoclínicas will be absorbed again by the network. He called the agreement “a crucial step toward normalizing healthcare provision” but didn’t provide financial terms or operational details. Talks are also underway to stabilize services for children and adolescents with neurodevelopmental disorders, including autism, and to address the situation of Unimed-Rio’s cooperative physicians.

The transition stems from a November 10 agreement in which Unimed do Brasil assumed responsibility for the 370,000 Unimed Ferj beneficiaries nationwide. The deal was mediated by ANS with participation from federal and state prosecutors and the Rio de Janeiro public defender’s office. All existing plan conditions remain unchanged: provider networks, coverage rules and pricing are unaffected.

Oncoclínicas had previously disclosed that Unimed Ferj owed about R$790 million, a debt to be repaid in 94 non-linear installments based on the cooperative’s financial capacity. In recent months, treatments were temporarily maintained through weekly advance payments while ANS pressed for a permanent solution.

Patients began reporting disruptions in August, and the regulator responded by imposing a technical management regime, requiring clear communication to beneficiaries, a dedicated oncology hotline and immediate restoration of treatment access.

The agreement with Unimed do Brasil now consolidates the operational takeover and restores predictable access to cancer care at Oncoclínicas, though ANS has not clarified whether further interventions or oversight measures will be required as the transition continues.
