Aena Secures R$4.64 Billion From BNDES to Upgrade Congonhas, 10 Other Airports

Brazil’s development bank anchors a R$5.7 billion funding package as the Spanish operator ramps up investment in its 11-airport portfolio acquired in 2022.

By Brazil Stock Guide – Brazil’s development bank BNDES approved R$4.64 billion ($830 million) in financing to support a major upgrade program at São Paulo’s Congonhas Airport and ten other regional terminals operated by Spain’s Aena, strengthening one of the largest infrastructure investments now underway in Brazil. The package forms the core of a R$5.7 billion funding structure backing commitments made when Aena won the 11-airport block in the country’s 2022 concession round.

Aena originally pledged R$7.3 billion in total investments and paid R$2.4 billion in concession fees to secure the cluster, which includes airports across São Paulo, Minas Gerais, Mato Grosso do Sul and Pará. Most of the new financing—R$5.3 billion—comes from a bond issuance coordinated by BNDES and Spain’s Santander, of which the development bank subscribed R$4.24 billion. An additional R$400 million long-term loan from BNDES lifts the institution’s total participation to R$4.64 billion, making it the dominant lender in the transaction.

The block includes some of Brazil’s highest-potential regional assets: Campo Grande, Ponta Porã, Corumbá (MS), Santarém, Marabá, Carajás, Altamira (PA) and Uberlândia, Uberaba, Montes Claros (MG), alongside the flagship hub in Congonhas—one of the busiest domestic airports in Latin America. The investment round targets terminal modernization, expanded passenger capacity and improved operating standards along the entire network.

Brazil’s government sees airport upgrades as crucial to sustaining passenger growth amid a strengthening economy. “The objective is to expand the number of passengers while ensuring quality and comfort,” BNDES President Aloizio Mercadante said in a statement, framing the operation as part of a broader push to raise service standards across the country’s aviation infrastructure.
