By Brazil Stock Guide – Brazil’s Minister of Mines and Energy, Alexandre Silveira, welcomed on Monday (Oct. 20) the environmental license granted by Ibama for Petrobras to drill the FZA-M-59 well in the Amazon River Basin. The approval marks a decisive step toward developing Brazil’s Equatorial Margin, a vast offshore region believed to hold as much as 10 billion barrels of recoverable oil.

“The Equatorial Margin represents the future of our energy sovereignty,” Silveira said. “Brazil cannot ignore its potential. We have worked firmly and technically to ensure exploration is carried out with full environmental responsibility and delivers real benefits to Brazilians. Our oil is among the most sustainable in the world, with one of the lowest carbon footprints per barrel, alongside a renewable energy matrix that is a global benchmark,” he added.

Silveira has consistently framed the Equatorial Margin as a strategic pillar for Brazil’s energy security and for the economic development of the country’s North and Northeast. The minister emphasized that exploration will follow “the highest international sustainability standards,” aiming to balance environmental protection with job creation and income generation.

Located about 175 kilometers off the coast of Amapá and 540 kilometers from the mouth of the Amazon River, block FZA-M-59 could open a new frontier for Brazil’s oil industry. Government projections estimate up to R$300 billion (US$54 billion) in private investment and more than R$1 trillion (US$180 billion) in public revenues over the coming decades, alongside 300,000 direct and indirect jobs.

Brazil’s oil sector already stands out for its low carbon intensity, outperforming producers such as Canada, the UK and Russia. Petrobras has deployed what it calls the largest emergency response structure in the country, with 13 support vessels assigned to this single well.

The decision, Silveira said, reflects the federal government’s commitment to a “just, inclusive and balanced energy transition” — where oil and gas exploration coexists with ongoing investments in decarbonization and biofuels.
