By Brazil Stock Guide – A Rio de Janeiro court has confirmed that Claro S.A. (AMX) will assume the connectivity contract previously held by Oi S.A. (OIBR3.SA) for Brazil’s Integrated Center for Air Defense and Air Traffic Control (Cindacta). The decision, reported by Broadcast (Estadão), was issued by Judge Simone Chevrand from the 7th Business Court, which oversees Oi’s ongoing bankruptcy protection process.

“The contracts for services supporting Cindacta will be assumed by Claro, which possesses the necessary technology and operational reach, and is already providing part of these services,” the judge stated in her ruling filed on Thursday (30).

The transfer follows a September court order allowing public utility contracts held by Oi to be reassigned to third parties. The court cited Oi’s deteriorating liquidity and the risk of service interruption, though Oi denied any operational threat. Cindacta is a critical part of Brazil’s air defense infrastructure, responsible for managing most of the country’s air traffic control data systems.

During a meeting last week, Judge Chevrand coordinated discussions with representatives from Claro, Oi, the National Telecommunications Agency (Anatel), the Brazilian Air Force (FAB), the Public Prosecutor’s Office, and the case’s judicial administrators. “This arrangement resulted from collaboration among all parties involved to ensure continuity of a service vital to national security,” she noted.

Oi, which has been under court-supervised reorganization since 2023, continues to struggle with mounting debt and declining revenues. The telecom operator reported a net loss of R$ 2.8 billion in Q3 2025, widening from R$ 2.1 billion a year earlier. Its net debt reached R$ 28.5 billion, while revenue fell 11% year over year, driven by a contraction in legacy fixed-line services.

Meanwhile, Claro—controlled by América Móvil SAB de CV (AMX)—posted Q3 revenue growth of 6.4% in its Brazilian operations, driven by mobile subscriber expansion and enterprise connectivity contracts. Executives said in a post-earnings Q&A that “strategic acquisitions and critical infrastructure contracts, such as the Cindacta agreement, strengthen Claro’s position as Brazil’s most reliable network provider.”
