Brazil’s Health Plans Add 330,000 Users in September

ANS data show steady growth across all states and plan types.

By Brazil Stock Guide – Brazil’s private health sector expanded again in September 2025, reaching 53.2 million medical plan users and 34.9 million dental plan subscribers, according to new data released on Thursday (Nov. 6) by the Agência Nacional de Saúde Suplementar (ANS). The figures highlight steady growth in supplementary healthcare as more Brazilians turn to private coverage options.

The ANS report, available in its Situation Room portal, showed that medical-hospital plans added 332,837 new beneficiaries compared to August. On a yearly basis, the number of users increased by 1.43 million — a sign of consistent demand amid gradual economic recovery. The dental segment also expanded, with 946,755 new beneficiaries compared with September 2024.

Broad-Based Growth Across States

Every Brazilian state registered growth in the number of users of medical plans compared with a year earlier, according to the ANS data. In the dental plan segment, 21 out of 27 states also reported increases. The country’s total private health coverage — combining medical and dental plans — gained 357,669 new users between August and September, underscoring broad-based momentum across regions.

The regulator noted that these figures represent contracts rather than individuals, since one person may hold multiple plans simultaneously.

Turnover and Market Dynamics

The September growth came from 1.35 million new plan sign-ups and 1.01 million cancellations, leading to a 1.91% monthly turnover rate. Over the past 12 months, Brazil’s health insurance sector recorded 15.54 million new contracts and 14.11 million cancellations, resulting in a 27.2% annual churn.

ANS warned that numbers may change as operators revise data monthly, but the broader trend remains positive. The steady rise in memberships reflects economic stabilization and expanding employment, particularly in corporate plans, which account for a large portion of Brazil’s private health coverage.

Industry Outlook

Analysts view the data as a continuation of the sector’s post-pandemic recovery, with listed insurers such as Hapvida (HAPV3.SA) and NotreDame Intermédica (GNDI3.SA) benefiting from increased membership and a more stable cost environment. The market remains one of Brazil’s fastest-growing service segments, driven by demographic trends and a higher demand for comprehensive healthcare access.
