BNDES approves $47 million loan for data center expansion in Brazil

Development bank funds Fortaleza project set to reach 20 MW by 2029.

By Brazil Stock Guide – Brazil’s development bank BNDES has approved a 233.46 million reais ($47 million) financing package for Tec.to Data Centers, part of the V.tal group, to expand the Mega Lobster data center in Fortaleza, in northeastern Brazil.

The project will gradually increase the facility’s IT capacity from the current 3 megawatts to 20 megawatts by December 2029, responding to growing demand for data processing and storage services. The site is already the largest data center in Brazil’s Northeast region.

The operation combines resources from the BNDES Fust program and the bank’s Finem line for data center investments. The approved amount represents about 40% of the total planned investment and marks the first time a data center in Brazil has received funding from the Universal Telecommunications Services Fund, known as Fust.

Fortaleza was selected for the project because of its strategic position in the digital infrastructure ecosystem, supported by a high concentration of international submarine cables linking Brazil to North America, Europe and Africa. Tec.to currently operates three data centers in the city.

BNDES President Aloizio Mercadante said the bank plays a central role in deploying Fust resources to support the expansion of data centers in line with the digital infrastructure policies of President Luiz Inácio Lula da Silva’s government. According to Mercadante, the initiative contributes to expanding high-speed internet access while strengthening Brazil’s digital transformation and industrial competitiveness.

Communications Minister Frederico de Siqueira Filho said investments of this kind increase national data processing capacity, support the digital economy and reinforce Brazil’s position as a leading digital infrastructure hub in Latin America.

Tec.to Chief Executive Officer José Miguel Vilela said the BNDES financing enables the phased expansion of Mega Lobster with a long-term and sustainable approach, reinforcing Fortaleza’s role as a key digital hub in Brazil and the region.

Construction work is expected to generate about 400 direct and indirect jobs. Once all expansion phases are completed, the data center is projected to employ around 30 professionals directly and indirectly.
